No ‘school 'chale hum'’ for poor kids this year in Gujarat?

As per a recent directive by Supreme Court of India under Right to Education Act, private schools will have to allocate 25% of their primary section seats for economically backward students.

However, implementation of this quota this academic year is a question which schools in the state need to answer. They are awaiting Centre and state government's directives in the matter.

Schools that DNA spoke to said inclusion of poor students in academic year 2012-13 might not be possible due to two reasons. Firstly, schools are awaiting detailed plan in the matter from Union and state government and secondly, admissions for the year were already sealed in February.

Ashish Desai, trustee of Nirman School, believes that though judgement for 25% quota has been passed, finalising finer details in implementation of the system will take at least a year. “Detailed information about criteria for admission (of poor students), every student's fee structure and state government contribution to it need to be finalised. Till we don't have the specifications, it won't be possible to give admission to these students,” said Desai.

“We can implement SC's directive only after instructions of state government in the matter,” said Kirit Joshi, principal of Diwan Ballubhai School, Kankaria.

If this 25% allocation is implemented this year, it will to lead to overcrowding in classrooms, opines TJ Purani, director, Sheth CN Vidyavihar. “Distribution of admission forms begins in November and schools complete their admission process in February. If we add this 25% (of students) to the existing strength, each class will have more students than its capacity,” said Purani. His school has been providing admission to poor students even before the announcement of this directive by the apex court.
