Congress general secretary Digvijay Singh today accused Uttar Pradesh chief minister Mayawati of being unaware of the ground realities in the state as she is surrounded by a coterie and acts on its advice.

"People cannot meet Mayawati due to which she is not aware of the ground reality of the state," Singh told a press conference here. "As she is surrounded by a select few people, she issues statements on their advice."

Alleging that the state government has failed on all fronts, Singh said the people are suffering because of power shortages and lack of development.

He said the state government should immediately send its report to the Centre on the drought situation so that the latter can send a team to assess the situation and declare it a national calamity.

"The state has not taken enough measures to deal with the drought-like situation," Singh, a former chief minister of neighbouring Madhya Pradesh, said. "The state chief secretary has demanded certified seeds, which is usually demanded two years in advance, at the eleventh hour due to which they cannot be provided."

Asked whether the Centre would consider imposition of president's rule in the state, Singh said Mayawati has got a mandate to rule for five years and his party is not in favour of dissolving the assembly.

Asked about the Samajwadi Party's reported threat to withdraw support to the United Progressive Alliance government at the Centre, Singh said his party would like to keep all secular forces together.

"Instead of personal and regional issues, parties should concentrate on national issues," he said.

On Mayawati's statement that she would send a booklet of her government's achievements to Congress MPs, Singh said he had not received any such booklet yet.

"As soon as it reaches me, we will send a booklet to Mayawati highlighting her failures," he quipped.

Singh also announced the constitution an of anti-communal front and a research and development cell in the state Congress. While the front will work for communal harmony in Uttar Pradesh, the R&D cell will prepare data for use by the party in the assembly elections due in 2012, he said.
