Kashmir issue: Left parties for revocation of Disturbed Areas proclamation

Left parties today strongly argued for the revocation of Disturbed Areas proclamation from Srinagar and other towns in the Kashmir Valley, saying that it will make the controversial Armed Forces Special Powers Act (AFSPA) "redundant".

Senior Left leaders Prakash Karat [(CPI(M)], AB Bardhan (CPI), Debabrata Biswas (AIFB) and Prasanta Mazumdar (RSP) also told the all-party meeting on Jammu and Kashmir that their parties were for starting a dialogue process which should be initiated with all sections in the state.

Noting that there should be accountability for the security forces, the Left leaders said the action should be taken on excesses and human rights violations.

"Pending the question of amending the AFSPA, the Disturbed Areas proclamation be revoked from Srinagar and other centres which will make the AFSPA redundant in these areas," Karat told reporters after the meeting.

The Left leaders also said that the political process should begin and dialogue should be initiated with all sections in the state.

"For this, an all party delegation should be sent to Kashmir to hear the views of different sections of the people," Karat said.

Expressing sorrow and anguish at the death of more than 80 people in police firings in the valley in the past three months, they also called for a halt to the method of policing which had led to the deaths of large number of people.

"There should be a distinction made in handling stone pelting crowds and tackling violence by the militants and terrorist activities," Karat said.

They also demanded that young men in jail arrested during this period should be released if they were not facing any serious charges.

Steps should be taken to provide relief for the large number of people injured and those permanently incapacitated, the Left leaders demanded.

Measures should also be taken for providing economic relief for the continuous disruption of business and economic activities in the valley with special emphasis on providing employment.

CPI leader D Raja said the Left parties demanded the withdrawal of AFSPA from the state and that innocent people languishing in jails should be released.

He also wanted the government to enter into a dialogue with all shades of opinions in the state.
