Drop NCTC, it does not strengthen federal structure: Narendra Modi

Modi accused the Centre of taking a number of steps that widened the gap between the Union and the states.

Stepping up attack, Gujarat Chief Minister Narendra Modi on Saturday said that the proposal to set up the NCTC does not strengthen the federal structure and should be dropped forthwith.

He also accused the Centre of taking a number of steps that widened the gap between the Union and the states and urged Prime Minister Manmohan Singh to take corrective measures.

"Chief ministers of all the big states have opposed the NCTC. I would urge the government of India not to make it a prestige issue, accept the demands of the state and drop the proposal to set up the NCTC," Modi told reporters on the sidelines of the Meeting of Chief Ministers on NCTC.

He said the Centre had taken a number of steps that have increased the mistrust between the Union and the states.

"Even if you have to fight terror, the Union and the states should enjoy each others' confidence. They should trust each other... It is not good to drag the states every where. NCTC does not strengthen the federal structure," he said.

Modi said the Centre should elaborate the steps it has taken in key areas under its domain like checking arms landings, countering infiltration, curbing illegal money transactions, communications and extradition of terrorists.

"The government of India should bring out a White Paper on the steps it has taken in the last five-six years in these five areas which are under its control," he said.

He said that the proposal to establish the NCTC does not strengthen the federal structure and has found little support from the chief ministers.

Modi said even those few supporting the measure have listed out certain preconditions.

"I hope the prime minister takes this seriously and move forward to create an atmosphere of trust between the Centre and the states. To fill this chasm of trust is the responsibility of the Centre," he said.
