Congress Friday described as just a "perspective" Digvijay Singh's suggestion on his blog for a comprehensive strategy to improve the intelligence network, dismissing any rift between him and Home Minister P Chidambaram.

"It can be a perspective on the issue and it is not necessary that anyone has been made a target," party spokesman Manish Tewari told reporters when asked whether Singh's advocacy for a comprehensive strategy to tone up the intelligence network was linked with a rift between the two Congress leaders.

Writing in his blog on Friday, Singh underlined the need for a comprehensive strategy to improve the country's intelligence network and also lamented the presence of "very few Muslims" in the police force.

In a newspaper article last year, Singh had dubbed Chidambaram as "intellectually arrogant" and had openly differed with his anti-Naxal strategy, prompting disapproval from the AICC for airing his views in public.

In the article, Singh, during whose tenure as Chief Minister Maoist-affected Chhattisgarh was carved out of Madhya Pradesh, suggested treating the Naxalite issue as a law and order problem was wrong and called for a rethink of counter-Maoist strategy.

Writing in his blog on Friday, Singh said extreme religious fundamentalism is one of the root causes of terrorism in urban areas, more so after the communal divide created in the 1990s. Left Wing Extremism is ideological and more prevalent in the rural areas, he said.

Both need different strategies "but unfortunately we haven't been able to build a strong Intelligence Network in the country for both. ....In today's National context we have to look at the issue of Intelligence, afresh."

He noted that there are "very few Muslims" in the Police Force in the State and the Intelligence Bureau particularly at the Constable and Head Constable level, the cutting edge.

He also had a "humble" request to media - don't rush for breaking news on un substantiated reports after a terror attack. "This has really shaken the confidence of the Muslim community."
