The economic offences wing (EOW) of Uttar Pradesh police has lodged an FIR against former chief secretary AP Singh and 19 others for alleged irregularities to the tune of over Rs 5.5 crore in procurement of seeds in 2004-05, officials said here today.

"A case was lodged against Singh and others, including former managing director of UP Seeds Development Corporation MQ Alvi, with Mahanagar police station late last night for financial irregularities worth Rs 5.51 crore in procurement of
seeds," they said.

Singh was then posted as the Agriculture Production Commissioner in the state.

The government had earlier ordered an EOW probe in 2006 following complaints of corruption in seed procurement.

The EOW in its probe detected that irregularities were committed in procurement process and seeds were purchased at prices higher than the prescribed rates, they said.

In 2005, the CBI lodged a disproportionate assets case against Singh, who had retired in 2003 and a chargesheet was filed in March 2009.
