The Uttarakhand government has come under scanner following a new comptroller and auditor general (CAG) report that slams the state government for its lackadaisical approach towards implementation of important aspects of disaster prevention, mitigation and preparedness.

In its new report which was tabled in the state assembly, the CAG also said that the state disaster management authority formed in October 207 was virtually non-functional. The state government also failed to incorporate disaster prevention into the development process as envisaged in the disaster management act 2005, it said.

The report went on to add that in the absence of critical infrastructure such as trauma centres, the affected population could not be given immediate medical attention.

Assessment of structural and non-structural safety of school buildings and identification of necessary mitigative action was not included in the safety programme, leaving 39% of school buildings unattended in the state, it said.

Reliable communication system was inadequate as the delay in sharing of disaster information ranged from one to more than 24 hours.

Despite incurring an expenditure of Rs22.55 crore, the construction works were left incomplete for want of release of second installment of funds, while the restoration works undertaken under the Calamity Relief Fund (CRF) scheme were delayed by 12 to 24 months.

A total of Rs41.77 crore was sanctioned from CRF scheme for inadmissible construction works in gross violation of norms of the scheme, the CAG report said.

The report also castigated the government for its failure to rehabilitate 80 villages which had been affected by various disasters in the past.
