Bihar govt has taken serious note of CAG report: SK Modi

The Bihar deputy chief minister said the state govt had taken serious note of the CAG report of India for the period ended on March 31, 2010 and had taken effective steps to address the shortcomings.

Bihar deputy chief minister SK Modi today said the state government had taken serious note of the report of the Comptroller and Auditor General (CAG) of India for the period ended on March 31, 2010 and had also taken effective steps to address the shortcomings highlighted by it.

"The state government has taken serious note of the CAG report and has taken effective steps address and shortcomings highlighted by it," Modi told reporters here.

CAG has found 1,021 cases of  defalcation, misappropriation, loss and theft involving Rs 407.97 crore pending with various departments of the Bihar government as of March 2010.

While the loss was pegged at Rs112.38 crore (583 cases), misappropriation at Rs247.86 crore (255), theft at Rs0.02 crore in (one) and defalcation Rs 47.71 crore (182 cases), the CAG report said.

These amounts were pending settlement, but no follow up action had been taken to fix responsibility, it said.

The report highlighted that the a total of 50,988 Detailed Contingent (DC) bills amounting to Rs 11,854 crore upto March 2009 were pending till July 2010, though the DC bills were required to be submitted within six months from the drawal of Abstract Contingent (AC) bill.

It suggested that the state government should ensure effective implementation of the provisions contained in the rule of Bihar Treasury Code, so that DC bills were submitted to the Accountant General within the stipulated time frame.

Modi said the issues raised by the CAG were being looked into by the AG office and Finance department. "in the light of the CAG report, the drawals through AC bills have been restricted and only Rs 496 crore was drawn from the treasuries in the months of February and March this year," he said.

"The government keeps close surveillance on withdrawals and expenditure and has adopted Comprehensive Treasury Management Information System for the purpose," Modi said, adding the number of drawing and disbursing officers in Bihar had been reduced to 13000 from earlier forty to fifty thousand.

Besides, internal financial advisory officer in the state has been strengthened for utilisation reports, he informed.
