Security personnel of the Indian Navy apprehended a Bangladeshi teenager moving suspiciously near Anushakti Bhavan on Friday, a day before Navy Day celebrations.

A mobile phone and six SIM cards — one procured in India and rest from Bangladesh — were recovered from 19-year-old Mohammad Masood Mohammad Rafiq, who was found near the residential township of the atomic centre.

The police are investigating how he breached the security cover to reach so close to the premises.

“The arrest of a Bangladeshi national a day before the Navy Day is a matter of serious concern. We are investigating whether the person had any mala fide intention or any links with Bangladeshi terrorist organisation Harkat-ul-Jihadi Islami (HuJI),” said a senior police official, requesting anonymity.

Rafiq is a resident of Rajargaon in Hajiars district of Bangladesh. According to police sources, he was nabbed at around 9am by navy security personnel LS Sitaram and Pravin Sen. They produced him before senior naval officers Shivkumar and lieutenant Matt Alam who, in turn, handed him over to naval police officer Satyapal.

“He said he was a Bangladeshi national and revealed his address there,” said a police official, who interrogated the suspect at INS Kunjali. Rafiq was then handed over to the Colaba police.
“There have been instances where such people are found to have links with the radicals. We are also investigating whether he was conducting a recce of the area,” the officer said.

The police will also go through the mobile records of Rafiq to ascertain the persons he was in touch with before being caught.

“We are in the process of finding out where he stayed in Mumbai after his arrival and the places he visited,” the officer said.

“The police will verify everything and find out the details about the person,” said defence spokesperson captain Manohar Nambiar.
