Ahmedabad's corporators propose, but administration disposes

It is often believed that the administration of the AMC calls the shots in the civic body and recent developments seem to confirm the same. The administration has refused to accept corporator's letters of grant for allocation, despite the standing committee chairman's circular regarding the same.

A corporator of municipal corporation usually gets Rs15 lakh per annum as grant. The grant can be used for providing basic amenities in the corporator's ward. But as the Ahmedabad Municipal Corporation elections were held in middle of the financial year 2010-11 new corporators were allocated just Rs7.5 lakh.

Corporators are required to submit letters of budget allocation if they want to give something from their grant. These letters are usually submitted in December to facilitate the process.

However this time, the administration, particularly in the central and south zone has refused to accept letters regarding budget allocation.

It should be noted that the standing committee chairman had issued a circular on November 20, 2010 instructing new corporators that they could allocate Rs7.5 lakh in the current financial year.

"Despite the standing committee chairman's circular, the administration has refused to accept budget allocation recommendations. There reason is that they have not received any information about the same," said Badruddin Shaikh, leader of opposition in AMC.

He said that people expect their coprorators to allocate budget for basic amenities but the administration does not accept the letters regarding the same.

Shaikh also alleged that there is no coordination between the ruling party and the administration. "As the administration does not obey standing committee chairman's instructions, it is quite clear that the BJP has no control over the administrative wing," alleged Shaikh.
