A building in Surat without an owner!

One can always come across incidents where big quarrels have taken place over property rights and its ownership. But in Surat, there seems to be a different situation for a  three-storey building located in Udhna.

There is no official owner of the building, even in the records maintained by the civic body! The question now arises: how was it built and how did it get a permit for construction?

The building, ground plus two floors, is located at Lohar Falia, a prime location near Udhna crossroads.

Work on the edifice is going on since many months and over 80% work is completed. The fact that the building is owned by nobody is confirmed by records of the Surat Municipal Corporation (SMC). As per answers given in response to a RTI application, SMC could not find the official owner, either of the land or of the building.

Officials said that no permission has been granted by any department in the zone for constructing the building.

The entire property is treated as an open land and any structure if built, can only be termed illegal.

However, despite having no records and without the requisite permissions for constructing it, the building still stands tall. SMC has neither conducted an investigation about the owner nor have they initiated any action to demolish the illegal structure.

The bizarre situation also questions the transparency within the civic administration. On one hand it demolishes small encroachments, while on the other side an entire building is waiting for an appropriate action. While civic officials are unavailable for comment over the issue, local representatives claim that the construction is legal.

Mulji Thakkar, corporator of the area, said that space was allotted by SMC during a demolition drive carried out a few years back. It was meant for local traders so that they could restart their business.
