According to the National Crime Records Bureau (NCRB), Uttar Pradesh recorded the highest number of heinous crimes such as murder and those against women in 2016. India's most populous state accounted for 16.1% of the total murder cases in the country in 2016. However, in such a state, there is a also a village, where no crime has been registered for 40 years.

In a tiny hamlet of Kalyanpur in Rampur district of UP, there has been no criminal case for last 40 years. The village with a population of 300, mostly Muslims, has not filed a single police complaint for the last four decades.

Most of the residents are labourers and work hard to earn their livings. They have no time for quarrels and police cases. Salamat, a resident of the Kalyanpur village, said if a dispute arises, they solve it among themselves.

"There has been no dispute for 40 years. We are 300 people in this village and most of the adults are labourers. We do not interfere if children fight and they settle it among themselves," Salamat, a senior resident of the village, said. The village falls under the jurisdiction of Bhot Police Station in Rampur.

Another villager Alijaan said there is not much development in the village which has dirt roads. "The condition of roads are very bad. When floods come, even those roads are closed. The village is far away from being developed," he said. The police said they will soon felicitate the villagers for their peaceful record.

"We will soon felicitate the villagers. We came across the record during an inspection. There has been no FIR or non-cognizable complaints from the village in the last 40 years. The villagers are very peaceful and we never receive any report of any dispute," Additional Superintendent of Police (ASP) NP Singh said.

Such records are an anomaly in Uttar Pradesh which reported the highest number of cases of murder at 4,889 in 2016.  UP registered 14.5 % (49,262 cases) of total cases of crime against women.  The state recorded 4,816 (12.4 % of total cases) of total rape cases in 2016.
