Act against 2 BJP leaders for remarks on Rajya Sabha functioning: SP MP

SP leader raised a point of order saying that BJP MP Vinay Katiyar had breached privilege of the House four days ago when he said that Rajya Sabha should be dissolved as it stalled bills passed by elected members in the Lok Sabha.

Samajwadi Party leader Naresh Agrawal on Monday demanded in Rajya Sabha a censure motion or breach of privilege notice against two BJP members for their reported statements on the functioning of the Upper House, with the government too disagreeing with the ruling party MPs.

Soon after the Upper House assembled after lunch hour, Agrawal raised a point of order saying that BJP MP Vinay Katiyar had breached privilege of the House four days ago when he said that Rajya Sabha should be dissolved as it stalled bills passed by elected members in the Lok Sabha.

Agrawal further said that a BJP member of legislative council from Uttar Pradesh had reportedly said that the powers of the Rajya Sabha should be curbed like the way done in Britain. Deputy Chairman PJ Kurien, however, said the issue was not a point of order and the member can give separate notices in this regard.

"If you think there is breach of privilege, you give notice." He also said, "You have raised a point of order. This is not an issue of point of order. Point of order comes when someone violates the rules. You can give notice, (which) we can consider."

Later, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said, "he has referred to breach of privilege ... We are not in agreement on the statement made by our member outside the House. Any comment on the functioning of the House, we will not accept. ...We cannot justify such statements. The issue should be closed." The House thereafter took other matters listed on the business schedule.
