The Delhi High Court has called for a special in-chamber meeting with three top officials of the Delhi police to ensure that the authorities are sensitised to the issue of drug trafficking network in the national capital after an increase in the number of missing children in the city, especially in the Aman Vihar area.

A bench of Justice Vipin Sanghi and Justice P S Teji asked RP Upadhyay, Special Commissioner of Police (crimes), Alok Kumar, Joint Commissioner of Police and Joy Tirkey, Deputy Commissioner of police to come for an in-camera meeting.

“In an order dated December 12, 2017, we had asked Rahul Mehra, counsel for the Delhi Police to take instructions as to what measures the commissioner of police proposes to take for the purpose of unearthing the drug trafficking network in Delhi...

“We consider it necessary to hold a meeting with the Special Commissioner of Police (Crimes), Joint Commissioner of Police and Special DCP in chamber in presence of Rahul Mehra to ensure that the police authorities are sensitised with regard to the said issue and with regard to their role in solving these such kind of crimes and dealing with such situations. Let the said officers be present in the court on February 6,” the bench said.

The court’s direction came while hearing a case filed by one Asha, a rag picker, whose two daughters aged eight and 10 years have been missing from the Delhi’s Aman Vihar district. 

The court also directed the Special Investigation Team (SIT), constituted to examine the aspect of the children going missing in Aman Vihar area, to furnish a status report by the next date of hearing as they had failed to furnish the report sought by the court.

Earlier, an affidavit was filed by the then DCP of Outer District, Pankaj Kumar Singh, which stated that 389 children went missing from the area out of which 290 have been traced including 138 minor girls and 152 minor boys.

Taking note of the “alarmingly” large number of missing cases of minors and adults in the area, the court had said it “reflects an extremely poor state of affairs” there. It had set up a Special Investigation Team (SIT), headed by DCP Crime Joy Tirkey, to probe whether any organised mafia was involved in these disappearances and if yes, to “identify and dissolve” such groups.
