In a shocking and perhaps the first case of its kind, the Delhi police have booked a four-year-old student for the rape of his classmate. Investigators said it was a sensitive case and legal action would be taken against the boy, likely to be the youngest to have been booked under Section 376 (rape) of the IPC and also under the Protection of Children from Sexual Offences (POCSO) Act.
The girl, 4, was allegedly assaulted in her school in Dwarka on Friday. Her mother alleged that the school did not take the complaint seriously and refused help.
She told the police that the girl, on her return from school on Friday, complained of pain in her private parts. She initially thought that the child was throwing a tantrum. But the pain aggravated on Saturday and the girl did not stop crying. "She told me that a boy of her class opened her pants and touched her undergarments. He later sexually assaulted her even though she tried to push him away. She told me that there was no aaya around to help or save her," the mother has said in her complaint.
The girl even told her father about the incident on Saturday night.
The family members of the girl underwent emotional trauma as the girl kept repeating what had happened. The mother sent a text message to her teacher and informed her of the incident. She also informed the school co-ordinator, but they all feigned ignorance and instead asked the mother to write a written complaint and reach the school on Monday.
When she spoke to a doctor she was advised to get the child medically examined. "The school principal did not bother answering my call and later passed the buck to school counsellor Dr Ravideran. The principal also added that the counsellor might help the child get over the trauma. I kept asking for a meeting and even had to make her understand how it would have been had her daughter been in the same situation".
Meanwhile, the girl was medically examined and the mother also met a counsellor from the Delhi Commission for Women (DCW) and registered a case.
"The principal refused to share details of the boy or his family. When a parent sends her child to a school, her safety lies in the hands of the school. The school behaved was as if it was a case of loss or damage to property," said the mother.
"We have registered a case under Section 376 (rape) of the IPC and the Protection of Children from Sexual Offences (POCSO) Act. It is a sensitive case and legal action as per the law would be taken," said a police officer.
