The lok ayukta police have raided the house of DC Thammanna, former chief development officer (CDO) of Karnataka Industrial Areas Development Board (KIADB) in Vijayanagar. He is accused of accumulating properties worth Rs193 crore in the name of his family members by misusing his official powers.

The action comes in the wake of a public interest litigation (PIL) filed eight years ago in the high court.

Former minister G Made Gowda later filed a complaint with the district sessions court, which had referred the investigation to the lok ayukta police on Friday.

Senior advocate CG Sundar, appearing on behalf of the complainant, said: “During Thammanna’s tenure as CDO, he was the person in charge of acquiring land on behalf of the
government. When informed about the industries coming up in certain rural areas before the acquisition procedure started, he would register the general power of attorney (GPA) in the name of his relatives, including his wife and children. A compensation of about Rs1 lakh was given to farmers while the GPA holders would get Rs8 lakh per acre.”

“Thammanna accumulated money in this manner by misusing his official powers,” he added.

In some of the cases, Thammanna had been accused of denotifying the same land twice. This would fetch him more money.

“After the first denotification, he would notify the property again and when the land prices went up, he would denotify it yet again. This way, he used to get more money with the second denotification,” Gowda said.

The complainant also pointed to the excess compensation that was awarded for acquisition of 427 acres of land for Toyota-Kirloskar Motors Ltd, near Bidadi. Also the comptroller and auditor-general of India (CAG) report showed a loss of Rs17.97 crore during his tenure. This money was spent for excavation and levelling of land, but no action was taken in this regard.
