Karnataka sets the record straight on property

The state cabinet on Monday approved the implementation of the Urban Property Ownership Record (UPOR) programme in Bangalore. The government is hoping that the project will curb land-related frauds in the city.

Announcing the decision, law minister S Suresh Kumar said the project was being replicated in Bangalore after its successful implementation in Mysore, Shimoga, Hubli-Dharwad and Bellary.

Explaining the scheme, Suresh Kumar said that all cities, including Bangalore, face a major problem over properties which are not assessed or accounted for by the government agencies.

For example, individuals obtain bank loans to buy property, but they do not know whether there is a stay order on the said property from the court. In many cases, even the sub-registrar himself would not know the history of properties. The new project would end all these problems, said the minister.

“As of now, there are 16 lakh assessed properties in Bangalore. But if the unassessed properties are taken into account, the number would rise to 20-21 lakh,” said Suresh Kumar.

Initially, the scheme will be implemented in 50 BBMP wards of the city, which come under two zones and have about 4 lakh properties. “The scheme will be implemented through a public-private partnership model. The total cost of the project is Rs9.48 crore and the state government is providing Rs4.74 crore,” said the minister.

Property records will serve as the trusted record for all transactions. This property record will serve as evidence for property ownership for all regulatory and legal purposes. All property record related transactions and services will be handled through this project.

According to sources, a person will have to pay a nominal fee for getting the property record, or for carrying out record upgradation.

Film City at Hesarghatta
The cabinet also approved the proposal for setting up a Film City. The project would also include a theme park and golf resort. The project would be implemented under the private-public participation model.

Centre for Innovation and Good Governance
A Centre for Innovation and Good Governance will be established in the city with assistance from the Union government at a cost of Rs43 crores. It is being established in accordance with the recommendation of a group of ministers constituted by the Union government for opening of such centres in different parts of the country. The Centre would be an autonomous body and would be registered under the Societies Act.
