Karnataka govt seeks to preempt impact on state budget

Friday saw major political developments. It was apparent that chief minister BS Yeddyurappa had sensed what was coming quite early in the day, for he convened an emergency cabinet meeting at 9am.

Bracing for an adverse verdict from the Supreme Court in the 16 MLAs’ disqualification case, Yeddyurappa called the emergency meeting of the cabinet. It was decided that a ten day legislative session, starting from Monday would be convened to pass the state budget.

The ruling BJP claimed that the legislative session, to pass the full-fledged budget, would help the government implement the budgetary programmes within the set time frame. The move, according to sources, was to offset the effects of any political instability on implementing the budget.

The decision is unprecedented. Never before has a session of the state legislature been convened at such short notice. Law and parliamentary affairs minister Suresh Kumar said that under Rule 3 of Conduct of House Proceedings, a three-day notice to the governor would suffice to convene the session.

However, the question being posed by the opposition and political observers is: Why the haste?

With political instability showing the signs of return to haunt the Yeddyurappa government in the backdrop of Supreme Court verdict, the chief minister has decided to go full blast on development agenda to minimise the effect of instability on his image.

Suresh Kumar said the cabinet decided to convene a ten-day session of both the houses of the legislature from May 16. The session was convened at short notice as there was need for passing the budget for 2011-12,” he added.

In February, while presenting the budget, only vote-on-account was accorded for four months and hence the session is being convened.

He said that, at a meeting of the district in-charge ministers held on Thursday, it was felt that passing of the budget in both houses at the earliest is necessary to take up development works on war footing.
