Another BJP legislator has been named in a land scam. A complaint has been filed with the Lokayukta against Nelamangala MLA MV Nagaraju.

He has been accused of misusing his influence to transfer land worth Rs2.5 crore in the name of an association of which he is the secretary. The land in question, measuring 125X120 sq ft in survey number 170/1, is in his constituency.

The president of Bapuji Graminabirudhi and Parisara Samrakshana Vedike, Shivashankaraiah, has filed the complaint on the basis of the information he procured through Right to Information Act. A copy of the complaint is with DNA.

Nelamangala municipality had acquired 2.38 acres of land at Vijayanagar in Nelamangala in 1989 and formed 55 sites. When the sites were allotted, three parties had applied for the land.

It was allotted to Akila Karnataka Bhovi Jagruthi Sangha. Nagaraju has been the association’s longstanding secretary.

The association had sought the land to build a hostel for poor students.

In a meeting in May 1994, the mandal panchayat had decided that while a private party could construct a building on the land, its ownership would remain with the panchayat. Also, it was decided that if the Bhovi community failed to construct the building by 1996, the land allotment would stand cancelled.

Irregularities galore
However, Shivashankaraiah said the hostel construction started last month, 14 years after the deadline to start work had lapsed. The main violation that the complaint points out is that the MLA used his influence to transfer the khata—ownership of the land—in the name of the president of his association on August 18, 2010.

The complaint further alleges that  chief officer Srinivas and revenue officer Venkataramanaiah, who is a close relative of the MLA, were involved in transferring the khata.

Owing to the pressure from the MLA, the chief officer illegally made the khata, without the permission of social welfare department, Nelamangala Development Authority and municipality.

Also, Shivashankaraiah alleged that the urban development department has released Rs2 crore in favour of the MLA’s association towards construction of the building.

Besides the Lokayukta, Shivashankaraiah has lodged the complaint with the governor and the deputy commissioner of Bangalore Rural district.

Shivashankaraiah has demanded action against the MLA, the chief officer and accounts officer. Also, he has complained that the MLA’s brother and followers have threatened him for pursuing the case. He has filed a case with Nelamangala police in this regard.
