UN rights chief denounces brutal killings in Libya, Syria

Navi Pillay underlined that heavy handed repression of protests, including the use of lethal force, in Bahrain and Yemen, violates fundamental rights and breeds a culture of violence.

UN rights watchdog chief Navi Pillay today denounced the escalating wave of repressive measures and brutal killings by the governments in Libya, Syria, Bahrain and Yemen, cautioning that repression will not put an end to the political aspirations of the people.

"The brutality and magnitude of (repressive) measures taken by the Governments in Libya and now Syria have been particularly shocking in their outright disregard for basic human rights," Pillay told the Human Rights Council which began its 17th session today.

"Heavy handed repression of protests, including the use of lethal force, in Bahrain and Yemen," violates fundamental rights and breeds a culture of violence, she underlined.

Pillay argued that the democratic transition is incomplete if it fails to include appropriate institutional reforms, transitional justice processes, and impartial judiciary.

The  progress of what is called "the Arab Spring" is so far uneven, she said, suggesting that while in countries like Tunisia, Egypt, Algeria, Morocco, and Jordan reforms have been launched on a war footing, the same is not the case in Libya, Syria, Bahrain, and Yemen.

Already hundreds of people have been killed by governments Libya, Syria, Bahrain and Yemen.

Pillay also highlighted other human rights concerns around the world.

She drew attention to a report on accountability in Sri Lanka as prepared by the UN Secretary General’s Panel of Experts, saying, "there are credible allegations of a wide range of serious violations of international law committed by both the Sri Lankan Government forces and Tamil Tigers in the final stages of the conflict."

She urged the Lankan government to investigate all the alleged crimes committed by its forces.
