Election commissioner Dr SY Quraishi and deputy commissioner JP Prakash on Wednesday visited Gujarat to assess the pre-poll preparations and to check how effectively the model code of conduct has been implemented in the state. The two met representatives of political parties like BJP and Congress and held discussions with Gujarat's chief secretary, home secretary, director general of police (DGP) and chief electoral officer.

Later, Quraishi told the media, "In my assessment, I have found the state election machinery fully equipped. Every logistics is in order. I am confident of clean, free & fair elections in Gujarat.''

Responding to a question about code of conduct complaints against chief minister Narendra Modi in other states, Quraishi said the EC had so far received no complaint against him. "Gujarat CM is a very important leader, so we are monitoring him closely," he said.

Quraishi said, "The Commission has identified nine candidates - BJP and Congress candidates for Ahmedabad East & West and Sabarkantha seats, besides BJP, Congress and MJP candidates from Bhavnagar - for specific monitoring." He said, "On six seats in Gujarat, we have more than 16 candidates. So ballot papers will be used along with electronic voting machine (EVM) on all these seats."

BJP delegation, consisting of Jaynarayan Vyas, Parendu Bhagat and Chitrajit Upadhyay, met the visiting election commissioner and deputy commissioner and wanted to know about the fate of the voters who have lost the their EPIC cards. The EC, it may be mentioned, has already allowed use of 13 other documents for exercising the voting rights. The BJP delegation also complained against the use of Central government's websites by Congress and the statements made by senior Congress leaders Kapil Sibal, P Chidambaram and BK Hariprasad.
