Social sector schemes get budget boost

With an eye on the general elections, all UPA government’s flagship programmes that directly impact the aam admi have been adequately funded, as massive allocations to the tune of Rs1,31,317 crore have been set aside for social sector schemes.

The government has particularly focused on the Bharat Nirman and National Rural Employment Guarantee Scheme (NREGS), both targeted at improving quality of life and providing employment to the rural poor, in its interim budget.

Bharat Nirman, a time- bound plan for building rural infrastructure, has been allocated a whopping Rs40,900 crore. 

“There is a clear need for contra-cyclical policy and it calls for a substantial increase in expenditure in infrastructure development where we have large gap and in rural development,” finance minister Pranab Mukherjee said. 

The government has set aside Rs30,100 crore for the NREGS. Mukherjee claimed the scheme has made a significant contribution in providing employment figures — it has generated employment for 138.76 crore person days covering 3.51 crore households. 

Claiming that Sarva Shiksha Abhiyan has made significant contribution in providing access to school and infrastructure for elementary education, Mukherjee said that the focus is now to improve the quality of elementary education. While the allocation for SSA over the last five years has been increased by 571%, this year Rs13,100 crore has been allocated for the programme.

Towards the higher education side, the UGC has been given an additional Rs1062.75 crore in the interim budget.
