State’s education sector seems to be robbing some sheen off Gujarat’s otherwise vibrant status.

This was reported by the ministry of human resources development’s department of school education & Literacy which found 85 talukas in the state, out of the 225, that means 38% of the state is educationally backward. The level of women literacy in these educationally backward blocks (EBBs) is very poor. To ameliorate the situation, the central government plans to construct and run girls hostel in these EBBs for students of secondary and higher secondary schools, as well as establish model schools in the talukas to boost education in the state.

Sources in the state government said that the centre has recently sent a list of the state’s EBBs to the state government and asked it to submit projects for establishing girls hostels and model schools in these talukas.

The government will also provide mid-day meal scheme in the EBBs girl’s hostel and model schools. Under this scheme, the centre will provide 75% grant for construction of the girl’s hostels and model schools and for the recurring expenses also, the remaining 25% will have to borne by the state government. All the district authorities concerned have been ordered to submit plans for the project immediately.

To boost the level of secondary education in the country, the central government has also asked all state governments to launch the Rashtriya Madhyamik Shikshan Abhiyan (RMSA), a drive similar to the Sarva Shiksha Abhiyan (SSA). Under this drive the centre has set a target of establishing one secondary school in every 5 km radius by 2015. 

Accordingly the Gujarat government has also decided to launch the RMSA drive in the state and have given orders for establishing a state mission authority (governing council) which will be headed by the state education minister with top officials and experts as its members. A state-level executive committee will also be formed to monitor the RMSA drive. As per the Census 2001 Gujarat is ranked 15th in the country for its overall rate of literacy.

However, when contacted, state education minister, Raman Vora said, “I have no such information, but, I’ll check and let you know.”
