‘ICT has a huge role to play’

The Dhirubhai Ambani Institute of Information and Communication Technology (DA-IICT) University conferred PhD degrees on two research fellows, for the first time, at its fifth convocation ceremony, on Saturday.

Nobel laureate RK Pachauri, director-general of The Energy Research Institute (TERI), Delhi, made clear the role of information and communication technology (ICT) while addressing graduating students as chief guest at the convocation held at the amphitheatre on the campus. The university is the only one in Asia to offer a bachelor’s degree in ICT.

Pachauri laid emphasis on the application of ICT in sustainable development, while speaking about certain serious issues India was facing, including infant and maternal mortality, primary education and child marriage. “India and a large part of the developing world have glaring shortcomings that limit human development and welfare to unacceptable levels,” he said.

ICT has the potential to cut administrative costs through structural reorganisation and provision of a wide range of services, he said, citing examples of where ICT can make a difference in administration. “The use of ICT systems can be effective in speedy administrative transactions and targeted delivery of subsidies,” he said.

“TERI has devised a system that can make kerosene subsidies available to those below a certain income level, using smart cards. An ICT-based approach will eliminate illegal transactions and enhance the welfare of the poor, as it is known that pricing kerosene below market rates leads to large-scale diversion for adulteration of other petroleum products,” Pachauri said.

He also spoke about the cost effectiveness of tele-medicine in dealing with emergencies in mountainous areas, videoconferencing and computer-conferencing. He described the use of ICT during natural disasters that pose a threat to human life and property.

Director of DA-IICT, SC Sahasrabudhe delivered a report on the university before Pachauri’s address. He said it had made continuous progress in the year past and students had made their presence felt at many national and international competitions.
“The placements were good and 34 firms participated in the process. In all, 339 students received 410 offers. The maximum salary offered was Rs10.4 lakh pa and the average was Rs3.6 lakh pa”
