More IPS men to give internal security a boost

The home ministry will separate operational and administrative matters to avoid overlapping and delay in decision-making.

Jolted by the November 26, 2008, Mumbai terror attack, the home ministry has decided to make a clear distinction between operational matters and administrative issues to avoid overlapping and delay in decision-making.

What is being termed as rationalisation of work is aimed at giving a sharp edge to internal security and policing aspects.

There are indications that the strength of senior IPS officials in the home ministry will be increased from the existing two special secretaries. Steps in this direction will be taken after periodic review of the restructuring process, a senior ministry official said.

The move seems to have been influenced by the large-scale expansion of the central paramilitary forces that has already been set into motion with new modernisation plans and fresh recruitments in addition to the elite National Security Guards hubs being set up in different parts of the country.

“The restructuring will provide us with an opportunity to have a closer look at the crucial security related issues and enable further improvements,” home secretary Madhukar Gupta said.

In a reflection of the Centre’s eagerness to fill the gaps in the Internal Security-Policing mechanism, it has been decided to bifurcate the ministry’s internal security and police wings into two parts to be headed by the joint secretary-level officers.

The IS-1 would have under its charge all operational matters, while the other half would look after   administrative issues such as coordination, legal cells, Narcotics Control Bureau and VIP security.

All issues relating to deployment, operations and financing have been clubbed together and put under the charge of a separate joint secretary (police-1).
Describing the restructuring just the beginning, Gupta did not rule out creation of more specialised divisions in the ministry. In this regard, he hinted at the possibility of having a separate division exclusively for the CPMFs and to be headed by a joint secretary.
