Promotions of senior IPS officers put on hold as suicide case drags on.

The three IPS officers linked to the Rizwanur Rahman suicide case are feeling the heat, as their promotions have been put on hold. But besides the three officers — Kolkata police commissioner, Prasun Mukherjee, former deputy commissioner (headquarters), Gyanwant Singh and former DC (detective department-I) Ajay Kumar — some other senior IPS officers too in West Bengal are finding their promotion files gathering dust.

Although Mukherjee, currently additional director general (telecommunications), is eligible for promotion to the rank of director general (DG), the state home department has put his promotion on hold following a direction from the Calcutta high court to initiate an enquiry against him.

The state government has also decided to put on hold the promotions of some ADGs, who have become eligible for posts of DG.

In a recent meeting, Home secretary Ashoke Mohan Chakrabarty decided that any decision of promotion from ADG to DG would not be taken unless the departmental enquiry against Mukherjee was over.

The officer, who is most hit by this decision is the ADG-CID of state police, Bhupinder Singh, who is eligible for a promotion to the post of DG. Incidentally, Singh spearheaded the CID investigation into the Rizwanur matter before the CBI took over. In fact, the CID report submitted by Singh was almost identical to the final CBI report in the case.

However, the home department is being lenient with the officers in the rank of inspector general who have become eligible for promotion to posts of ADG. The officers will be shortly promoted and soon there will be too many ADGs in the state police.
