NEW DELHI: Accusing the Congress of trying to "glorify" terrorists, BJP's Delhi chief ministerial candidate V K Malhotra has said Chief Minister Sheila Dikshit was "sitting over" the file pertaining to the execution of Parliament attack case convict Afzal Guru for the past two years.

Malhotra said the Centre has not been able to take a decision on the death row convict as Dikshit has not cleared the file pertaining to his hanging for two years.

"She is sitting over the file of Afzal Guru for two years. She does not have any answer for it. If she would have released it, the Centre could have taken a decision on it," he said.

He also alleged that there was a "mad race" going on between Congress and its allies to "show sympathy and glorify terrorists" involved in serial blasts here and if voted to power, his government will initiate action against those leaders who do so.

Referring to demands by UPA allies for a probe into the Batla House encounter in which two suspected Indian Mujahideen terrorists and a Delhi Police Inspector were killed, Malhotra claimed that those parties were "glorifying" terrorists.

He said his party will oppose any move for a probe into the encounter, saying it would demoralise police and asked "why should any policemen sacrifice his life knowing that his sacrifice could be questioned later".

"There is a mad race between Lalu Prasad (RJD), Mulayam Singh Yadav and Congress leaders to demand a probe into the encounter. It was (Home Minister) Shivraj Patil's police which raided there and killed them (the terrorists)," he said.

"If an inquiry is to be held, it should then be against Prime Minister Manmohan Singh and Patil," Malhotra said, adding that Inspector Mohan Chand Sharma sacrificed his life and it was "sad" that now questions were being raised.

The 77-year-old leader said his party would initiate action against all those who helped terrorists and those "who wanted to fight election taking their help. It is after all about glorifying the terrorists which is also an anti-national act."
