When terror struck the metropolis on 11/7, Anami Narayan Roy was the man in the hot seat. Ganesh Kanate talked to AN Roy, now Director General of Police (DGP), Housing and then Commissioner of Police, Mumbai, a day before 11/7 trial begins.

How significant is the 11/7 trial?
Very significant, as several attempts were made to see that the trial gets delayed. Several petitions were filed to keep investigating agencies busy fighting legal battles. However, majority of these petitions were rejected and the time has come. It is not a small achievement.

All the 13 arrested-accused are lower rung terrorists. Why do the police always leave the masterminds?
Investigating agencies can get hold of only those terrorists who remain in the territorial boundaries of their country. In almost all terror attacks, it is noticed that the masterminds prefer to live away from scene of terror. One must also recognise that the existing extradition treaties are inadequate.

Is technological backwardness of Indian investigation agencies to blame?
All investigation is not about technology. It is merely a tool that helps investigators. Our state and central agencies have enough up-to-the-mark investigators. That is proved beyond doubt when we cracked the 11/7 case quickly.
