WB fund for rail, subway projects remains unused

After its failed attempt, BMC authorities have now requested MMRDA and Railways to jointly implement SATIS with the help of their staff thus resulting in further delay.

Planned in 2001 for execution by 2005, the projects are yet to take off

BMC’s delay in according priority to two important infrastructure projects, Station Area Traffic Improvement Scheme (SATIS) and Pedestrian Grade Separation Scheme (PGSS), has resulted in Rs145 crore World Bank fund for them lying unutilised in the state coffers.

While BMC admits to have handed over SATIS project to MMRDA for no concrete reason, it passes the buck of PGSS delay on traffic police for not permitting them to block roads so that construction work for pedestrian subways can be undertaken.

After its failed attempt, BMC authorities have now requested MMRDA and Railways to jointly implement SATIS with the help of their staff thus resulting in further delay.

The project was planned in 2001 for railway stations Dadar (east & west), Borivili, Chembur and Ghatkopar for implementation in 2005.

The SATIS envisages removal of encroachments around the stations, streamlining of stalls and beautification.

Municipal Commissioner Jairaj Phatak said the MMRDA authorities  agreed on implementing SATIS, single-handedly. However, he refused to comment when asked about the reasons of BMC not executing the project itself.

According to Municipal Commissioner Shrikant Singh said MMRDA is coordinating with project consultants so it would be easier for the organisation to coordination for implementation of the project.

“MMRDA has better coordination with railways for several other projects,” he added. BMC authorities could not explain as to why the project was not initially given to MMRDA.

Joint Metropolitan Commissioner Milind Mhaiskar confirmed the change of guard for SATIS pointing out that the cost sharing would be worked out very soon in a meeting between BMC, MMRDA and railways.
