New law to regulate private clinics, doctors

In a bid to rein in private nursing homes and clinics, the union Cabinet on Thursday gave approval for the Clinical Establishments (Registration and Regulation) Bill which will be introduced in the Monsoon Session of Parliament.

A Bill will be introduced soon to protect patients from fraud and unqualified health practitioners

NEW DELHI: In a bid to rein in private nursing homes and clinics, the union Cabinet on Thursday gave approval for the Clinical Establishments (Registration and Regulation) Bill which will be introduced in the Monsoon Session of Parliament. The Bill will look into the registration and regulation of clinical establishments, nursing homes and private doctors in order to protect patients from fraud and sub-standard health practitioners.

“The Bill aims to improve the quality of health services by prescribing minimum standards for facilities and services. It would also initiate the process for the creation of a national registry of clinical establishments,” said Information and Broadcasting Minister Priya Ranjan Dasmunshi. The proposed legislation will cover all clinical organisations in different streams of medicine, including homoeopathy, unani, siddha and ayurveda.

All such clinics and nursing homes will be monitored through a regulatory body, which will have the power to impose monetary penalties on the establishments for violation of norms prescribed by it. The Indian Medical Association (IMA) has welcomed the move saying it is a positive step towards guaranteeing proper health medical services to patients.

“We have been demanding such regulatory mechanism for private clinics and health establishments for a long time. It is important to have gradation and standardisation of hospitals, as you have for hotels. This will help in quality-control and better patient care,” said IMA president Dr Sanjeev Malik.
