MUMBAI: The underworld had better take note. Encounter specialists could be on the prowl again.

The state home department has withdrawn an order issued on May 21 that was to act as a deterrent to encounters. The notice, which had been issued in line with recommendations made by the Human Rights Commission, made policemen liable to face suspension and an inquiry over every encounter case.

“Should the home department feel that certain encounters are in violation of the norms set by the Human Right's Commission, it will recommend an inquiry by the CID.”

The memo had been criticised by encounter cops who went on record saying the underworld had been going around killing informers because they were no longer in fear of 'encounters'. Several police informers have recently been killed by members of the Chhota Rajan and Ravi Pujari gangs.
