SRINAGAR: The Jammu and Kashmir police are on the defensive.Cornered by the allegations of carrying out fake encounters, the police machinery has decided to isolate the rogue elements and make it mandatory to publicise the militants killed in the encounters. Burying of unclaimed bodies without proper verification has also become a strict no-no.

This follows the recent unearthing of fake killings racket run by some top policemen for claiming monetary rewards and promotions. Five innocent Kashmiris were killed by the Special Operations Group (SOG) by branding them as foreign militants. Four policemen including SSP Ganderbal HRParihar and DSP (operations) Bhadur Ram were arrested and booked for murder. Deputy inspector general of police, central Kashmir range, Farooq Ahmad told DNA that all district SPs have been asked not to bury the bodies of militants killed in the encounters unless a proper procedure is followed. “Instructions have gone to all SPs to publicise the pictures of the militants killed in the encounters. They have been asked not to rush the burial of unclaimed bodies,” he said.

The exercise is aimed at preventing the actions of rogue elements in the police machinery. Earlier, the trend was to hand over unclaimed bodies of ‘militants’ to locals for a burial, without any proper verification. FIRs were also being lodged to evade legal hassles. This proved to be an easy route for rogue elements to bag cash awards and promotions because of lack of accountability and cross-examination. Police have also decided to re-verify the missing reports pending in different police stations across Kashmir valley. Several people are thronging the police stations to lodge missing reports, in order to trace their loved ones, after the racket came to light.

“All the SHOs have been asked to reinvestigate the reports lodged by the relatives of the missing persons. There are people who are now coming with missing reports and these too will be investigated,” said Farooq.
