Pointing out that there was no printing mistake in the Shiv Sena-BJP’s poll manifesto, Sena executive president Uddhav Thackeray on Tuesday squarely blamed the state government-controlled MMRDA for the city’s crumbling infrastructure.

Speaking to reporters at Sena Bhavan after releasing the joint manifesto, he said people are not aware of the fact that the state government has usurped crucial administrative powers of the BMC and empowered MMRDA to undertake civic infrastructure works.

Referring to the potholes on the Eastern and Western Express Highways, Uddhav said people are not aware that the responsibility of filling potholes on these roads lies with the MMRDA. They tend to blame the BMC for all civic problems.

Uddhav Thackeray and BJP leader Gopinath Munde presented Sena chief Bal Thackeray the joint manifesto on his 80th birthday. Former chief minister Manohar Joshi, too, accused the Congress-NCP-led Democratic Front government of usurping the BMC’s powers.

A look at the manifesto:

Water: All citizens shall be provided with 24-hour water supply. A Rs765 crore project will be undertaken in 2007.

Roads: All major roads will be concretised within 5 years.

Playgrounds: BMC plots reserved for playgrounds and gardens shall not be allowed to be used for any other purpose.

Health: Upgradation and modernisation of Rs150 crore Cooper and Shatabdi Hospitals in suburbs. Providing cheap and quality health service to all.

Education: Care shall be taken to ensure that relevance and importance of Marathi medium in BMC schools is not reduced. Free distribution of  two sets of uniforms, ties, boots, textbooksnotebooks to all 5 lakh students in BMC schools. They shall also be given porridge and sweet milk.

Housing: Tenements for BMC employees and slumdwellers.

Occupation Certificate (OC): BMC shall strive for simplification of procedure from the state government for tenants to obtain Occupation Certificate in a time-bound manner.

Metro Railway: Operation of Metro Railway in Mumbai will be done by BEST Undertaking. Will insist on Rehabilitation First of Project-Affected People. To ensure that all such project-affected families get rightful tenements, all projects by the government and railway projects should be under control of BMC.

Garbage: Garbage will be picked up two times a day from all garbage pick-up points in the city.

Widening of rivers: Restoring the natural state of rivers in city. Widening of  storm water drains and gutters to ensure smooth flow of rivers. No storm water drain or gutter shall remain open.

More BEST services: BEST will take up power-generation project based on garbage.

Women: Security for women, providing employment opportunities and encouraging entrepreneurial skills. Produce of Self-Help Women Saving Groups and Handicapped shall be given counters in malls.

Veermata Jijabai Udyan: Transforming Veermata Jijabai Udyan at Byculla into a world-class zoo.

Conservation of national heritage monuments: To boost national integration and unity, special programme for conservation of important national monuments will be implemented.

Land utilisation policy: To provide cheap, affordable housing to weaker sections and lower income groups, a comprehensive Mumbai Land Use Policy will be implemented.

Municipal markets: Implementation of Municipal Markets Revamp Policy.

Taxes etc: Use of the Internet to improve efficiency and quality of BMC administration. All divisional offices to be linked to BMC Headquarters with video-conferencing facility.

Slums: Special cell shall be set up to check corruption and cheating of residents by developers in the Slum Redevelopment Schemes.
