Dr Narendra Bansal is reinstated at JJ Hospital without a proper inquiry

A doctor, who was accused of conducting trials with illegal stents on as many as 92 patients of JJ Hospital and kept under suspension, has been reinstated as the Head of the Department of Cardiology.

Narendra Bansal was suspended on July 13, 2005 after he was found guilty of using illegal stents ‘Axxion’ manufactured by a Dutch company Occam International on 92 patients without their consent. The suspension order was issued by a deputy secretary, health department, N Rankhambe on December 30, 2006.

Bansal’s act came into light after two trial reports dated August 6, 2004 and April 5, 2005 clearly established that such a study was conducted in the JJ Hospital. The reports were submitted on the letterhead of the Department of Cardiology and it was Bansal who gave his clinical evaluation in his capacity as professor and head of the department.

The matter gained an international dimension when then Counsellor, Embasy of India, Hague, MS Riva Ganguly Das raising the issue with the Indian Council of Medical Research and also with the Union Health Ministry. It was the then Food and Civil Supplies Commissioner, M Ramesh Kumar, who raised this issue and forced the Health Department to initiate some action.

Despite his suspension, Bansal continued as head of the cardiology department for sometime. But when the issue was raised in the State Legislature, Higher Technical/Medical Education Minister Dilip Walse-Patil was forced to suspend him.

Bansal, meanwhile, approached the Bombay High Court, which instructed the state to either complete the inquiry or reinstate Bansal. Instead of completing the inquiry, the government has not just reinstated him, but made him the head of Cardiology Department. 

Officails in the Health Ministry and Mantralaya expressed shock by the government’s move.
