India faces many threats

NEW DELHI: Prime Minister Manmohan Singh’s warning on Wednesday to Chief Ministers of possible terrorist attacks in the coming days was based on a complex security scenario the security establishment is painting in the wake of the killing of Nawaz Akbar Khan Bugti in Balochistan and other developments since the Mumbai blasts.

The intelligence agencies have warned the government of three possible scenarios in the coming days: A localised military stand-off along the border because of aggressive Pakistani actions, sensational terror strikes in India’s hinterlands or a substantial increase in violence in Kashmir and elsewhere.

An indication of the possible Pakistani steps is available along the Jammu border, where intelligence agencies have reported significant military movement across the border in the past couple of weeks. Intelligence agencies have reported beefing up of some Pakistani military posts across Rajouri sector in recent days. There is also a report of some troops shifting from X Corps based in Muree to Chakoti in Pakistan Occupied Kashmir.

These movements in itself do not reflect any major military aggressiveness on the part of Pakistan. Sources however say they cannot be “discounted” as events of zero significance.

The intelligence agencies have also warned the government of possible sensational terror strikes targeted against national economic institutions, or religious sites, or installations like nuclear plants and other high-security locations. These attacks, sources believe, are highly possible in Delhi, Mumbai and Bangalore, where the symbols of India’s new resurgent phase and economic strength are located.

One intelligence input speaks of the presence of at least six terrorists from Africa who are preparing to carry out strikes in India. The six members of the Algerian outfit Armed Islamic Group (AIG) are believed to have reached India in early August on fake Indian passports.

Sources believe that local terror cells ready to carry out bomb blasts would be available in cities like Delhi and Mumbai. What they fear is also the possibility of foreign terrorists, in all possibility Pakistanis, coming into carry out suicide missions.

Of the highest concern in the security establishment is the steps that Pakistani establishment would take over the next few days as the pressure over Balochistan mount on them. The military regime is politically isolated and is facing dissent even within the military. And that could force the dictator to look at means to divert attention away from the Balochistan mess.
