Congress sets off accountability campaign in UP

UPCC leaders have started compiling data relating to the allocations to UP under Central schemes and their utilisation.

LUCKNOW: Congressmen in Uttar Pradesh have started working in right earnest on Sonia Gandhi’s hisaab maango (demand accountability) clarion call against the Mulayam Singh Yadav government. 

“Is sarkaar se hisaab maangiye. Kendriya yojnaaon ka paisa kahan gaya,” (ask this government where have the funds allocated for Central schemes gone), the Congress’ leading lady had exhorted partymen while addressing the “Nav Nirmaan” rally at Kanpur last Tuesday. She said that the funds given to UP by the UPA government were more than ever before.

“We will confront the Mulayam government with the facts,” UP Congress Committee (UPCC) president Salman Khurshid told DNA.

UPCC leaders have started compiling data relating to the allocations to UP under Central schemes and their utilisation. “UP is lagging behind in performance in most Central schemes and huge amounts of funds are lying unused,” says UPCC spokesperson Akhilesh Pratap Singh who is co-ordinating the “hisaab maango” campaign.

According to the dossier being prepared by the UPCC, Rs3,500 crore has been released for the Rajiv Gandhi Rural Electrification Programme, and Rs400 crore allocated for the Police Modernisation Programme. Singh points out that the budgetary allocation to UP had almost been trebled by the UPA government - from Rs7,728 crore in 2003-04 (during the NDA regime) to Rs19,500 crore for 2006-07.

Congress insiders told DNA that Central ministers hailing from UP would play a key role in making all related information available to the state party unit.

The UPCC is also preparing to assail several state government departments with a barrage of petitions under the Right to Information (RTI) Act asking for details relating to the utilisation of Central government funds.
