Prime Minister Manmohan Singh expressed the hope that the US will take into account 'fully' India's concerns on the nuclear deal.
ON BOARD PM'S SPECIAL AIRCRAFT: Ruling out any fresh commitments on the nuclear deal, Prime Minister Manmohan Singh on Tuesday expressed the hope that the US will take into account 'fully' India's concerns and work within the parameters of the agreement reached in July last year.
"Our concerns are that whatever we have committed in the July statement -- the Separation Plan, and the March two statement (When President George W Bush visited India)-- those should be the guiding factors for the US legislation," Singh told reporters on board his special aircraft at the end of his three-day visit to St. Petersburg.
Singh, who met Bush in the Russian city, said "we cannot take any more commitment which has not explicitly stated in the agreement."
Sounding a note of caution, he said "our concerns have been conveyed to the US but we should not blow it out of proportion because the political process in the US knows what our concerns are. I am very hopeful that these concerns will be fully taken into account. So, therefore, I would not like to blow up these differences."
New Delhi's concerns are over certain elements in the bills passed recently by the US House of Representatives, International Relations Committee and the Senate Foreign Relations Committee.
These relate to provisions that prohibit supply of reprocessing and enrichment technologies and reference to safeguards agreements with IAEA that are not India-specific but two non-nuclear weapon states and prescription of "end-use verification" procedures going beyond stipulated IAEA safeguards.
