“We feel every collectorate needs rescue teams,” the official said. Similarly, 10 emergency response teams would be put in place in strategic parts of the state to tackle any emergency arising out of natural calamities. The team will undergo a three-week intensive training in disaster management.

Each collectorate will additionally have a trained search-and-rescue team comprising of police officers and firemen. This team will undergo training in Pune-based training institute, Yashada. Said another official, ``Though such incidents are extremely rare-about once in five years, these measures will improve governance. We should aim at zero tolerance of mishaps.’’

The official observed that other cities don’t expect their administrations to work in times of natural adversities. “Washington is paralysed every time there’s snowfall but nobody complains. Most developed cities go under with merely 200 mm rainfall; but we complain if we get water-logged with 300 mm rainfall,’’ he said.
