PM draws the line for security forces in Jammu & Kashmir

SRINAGAR: Prime Minister Manmohan Singh on Wednesday urged security forces in Jammu and Kashmir to “be in control but unobtrusive” and warned that there would be “zero tolerance” of custodial deaths.

“What we need in Kashmir is maximum security with minimum disruption of normal life,” the prime minister’s media advisor Sanjaya Baru quoted him as saying at a meeting of the Unified Command here.

Home minister Shivraj Patil, National Security Advisor M K Narayanan, Jammu and Kashmir Chief Minister Ghulam Nabi Azad and the heads of all the security organisations attended the Unified Command meeting.

“It is possible and desirable to be firm and human, efficient and effective, in control but unobtrusive. There will be zero tolerance of custodial deaths,” Baru quoted the prime minister as saying. “This was his central message for the security forces,” Baru added.

On the political side, Singh asked leaders representing different shades of opinion to focus on five areas. These should include strengthening security of people, human rights and good governance. They should bring closer different regions of the state while recognising their distinct identities. They should work on the economic future of the state and firm up institutional arrangement to bring people from both sides of the Line of Control closer to each other.

Singh said that in the light of the changing environment, the government was reviewing cases of all detenues.

Included in this was a review of cases of those who had crossed over to PoK after violating Indian laws and were anxious to come home.
