Govt begins work on quota draft

NEW DELHI: A day after the UPA and the Left parties came out with their formulation on the quota issue, there was a perceptible sense of relief in Government circles over the fact that there is some meeting ground on the issue within the alliance. The Government managed to stave off pressure from parties like the PMK to bring about an ordinance to implement the quota, as well clear the confusion over the road map ahead.

Prime Minister Manmohan Singh distributed a two page draft of the Governments position to his allies and the Left parties on Tuesday morning. Later in the evening, he managed to come out with a formulation which had the approval off the UPA and the left parties. Apparently, the strategy to deal swiftly with the issue was finalised at his meeting with the CPIM general secretary Prakash Karat on Monday. Both the leaders agreed that the Government could not allow the situation to drift and for the need to state its position unambiguously.

The Government now plans to go ahead with its preparations to introduce a comprehensive legislation in the Monsoon session of Parliament. The HRD Ministry has begun redrafting the legislation to incorporate the changes announced on Tuesday.

Stressing the need to go in for full implementation of reservation for OBCs from next year's academic session, the CPI(M) and CPI on Wednesday said the talk of lack of infrastructure in implementing the quota is "diversionary tactic."

Even as the CPI forced the Marxists to drop their demand for separating "creamy layer", both the communist parties allayed fears that absence of infrastructure would create roadblocks in implementing the quota. Talking to DNA, senior CPI(M) leader Sitaram Yechury said there is no need to fear about infrastructure.
