Mumbai university has shifted gear. Celebrating 150 years jointly with Calcutta and Madras universities, it had been totally stranded on the road to autonomy. It made at least a sort of start on Tuesday by granting academic autonomy to HR College, Garware Institute of Career Development and the University of Mumbai’s Department of Economics.
The decision was taken at the management council meeting on Tuesday. Vice-Chancellor Vijay Khole said, “The University of Mumbai has just recommended autonomy to these institutions, but final verdict on the autonomous status being granted to these institutions will be decided by the State Higher Education department and the University Grants Commission (UGC).” As of now, it has been decided that the autonomy would be reviewed every five years.
HR College principal Indu Sahani said, “Although we have received academic autonomy, we will still be affiliated to the University of Mumbai as the undergraduate and post-graduate degrees will be issued by it. Our autonomous status will be restricted to framing our own syllabus and conducting examinations. The college will have to follow the fee structure prescribed by the university. Admissions, too, will be conducted according to university norms.”
The university’s decision to grant autonomy to the institutions has received stiff opposition from members of the Bombay University College Teachers Union.
“As autonomous colleges will have the right to decide their own courses, they might charge their students with various fee structure for different courses. We fear education will become costly. We hope the institutions that have been granted autonomy would abide by the statutes framed by the university.”
