NEW DELHI/SRINAGAR: The terrorist attack on Hindus in Doda on Monday and the murder of Indian engineer K Suryanarayana in Afghanistan on Sunday reflect a new Pakistani strategy on terrorism, government agencies believe.
 
"Due to international pressure, it is impossible for Pakistan to directly support terrorism in Kashmir any more. They would rather pursue disruptive activities against us in Afghanistan and elsewhere," says an intelligence official.
 
There are clear inputs showing that Pakistan is stepping up attacks on Indian targets through non-state actors. That shift is probably visible in the killing of Suryanarayana in Afghanistan on Sunday, Indian agencies believe.
 
Sources said the Pakistani establishment seems to be increasingly training its skills in terrorist activities in places like Afghanistan and Bangladesh against India. Recent investigations by national intelligence agencies have shown that many youths from the south have gone over to Bangladesh where from they flew to Pakistan and attended arms and explosives training in camps opened in Balochistan.
 
As far asDoda attack is concerned, it only shows that militants are now desperately trying to fan communal tension in the sensitive Doda district in Jammu and Kashmir. Experts say militants were facing intense pressure from Pakistan to strike back after security forces killed Hizb-ul-Mujhadeen and LeT commanders in the last two months.
