MCD to undergo restructuring

The government has decided to set up a committee to study the issue of restructuring of MCD and suggest an appropriate model.

The Municipal Corporation of Delhi is all set to undergo restructuring. With the Delhi High Court lambasting the corporation for its lackadaisical attitude towards checking various civics ills recently, the government has decided to set up a committee to study the issue of restructuring and suggest an appropriate model.

The committee is headed by Shri Omesh Saigal, retired IAS officer, former secretary to the Govt of India and former Chief Secretary of Delhi. The committee consists of Union home secretary and Union urban development secretary.

Terms of reference of the committee include study of the previous reports submitted by the Balkrishna committee and Virendra Prakash Committee on the issue of restructuring of MCD.

They will also examine the comparative advantages of having one corporation in the whole of Delhi vis-à-vis number of smaller corporations for managing civic services efficiently.

They will also look at the financial and administrative viability of smaller corporations and suggest changes that are required in the existing law for the purpose of restructuring.

The committee has been asked to submit its report within a period of two months.
