The metro rail system in Bangalore was inaugurated recently, but the Pune metro project is stuck in red tape and is unlikely to be implemented in the next few years.

Efforts for the Pune metro project are being made since 2006, but five years later, the proposal for the project is yet to be finally approved by the government.

The Pune Municipal Corporation (PMC), in a written answer submitted at its general body (GB) meeting this month, said the state government has given ‘in principle’ approval by its letter dated April 20, 2011.

Despite many assurances by chief minister, Prithviraj Chavan, the metro project proposal is yet to be forwarded to the central government for final approval.

The project was cleared by the PMC and is pending with the state government for approval. Even while giving ‘in principle’ approval to the project, the state government raised queries about funding for the project, rehabilitation scheme and duration of the work. The PMC submitted its replies on July 15 this year, according to information provided by the PMC in its written reply.

According to civic officials, the detailed project report (DPR) prepared by Delhi Metro Railway Corporation (DMRC) has to be approved by the state government first, Then it is to be forwarded to the Union ministry of urban development, Planning Commission and Union finance ministry with a request for approval of the project and financial participation through equity contribution in the special purpose vehicle (SPV).

Next, a memorandum of understanding (MoU) would have to be signed by the state and Central governments on the joint venture, bringing out the financial involvement of each party, liability for loans raised, administrative control in the SPV, policy for fare structure and operational subsidy if any.

The SPV would have to be formed. The state government would have to formulate the funding plan for executing the project and get the same approved by the Central government. The loan portion of the funding will have to be tied up by the state government.
After these steps, the actual work on the project would start.
