The scrapping of skywalk project in the city by the Pune Municipal Corporation (PMC) standing committee has thrown open a debate and possible change in rules.

While the proposal is pending before the general body (GB) even after being rejected by the standing committee, group leaders of various political parties on Wednesday decided to change rules to prevent review of decisions by lower committees, once the proposal is put before the GB, the highest decision making body.

The standing panel had approved the proposal on May 19, and it was put before the GB for approval on the same day. While the proposal was pending for approval before the GB, some members of the standing committee moved a proposal to reconsider the project in a few days. Subsequently, the standing committee cancelled the project, while the original proposal was still pending before the GB, throwing open a bizarre situation.

Against this background, at a meeting of group leaders of various political parties in the civic body on Wednesday, a decision was taken to change rules to prevent review of a proposal by any subordinate committee, once the proposal is put before the GB for consideration, said one of the leaders who attended the meeting.

It was also decided that the civic administration should make a presentation about the skywalk project with details regarding expenditure, likely income from advertisement rights and whether the PMC should itself build the skywalk and sell advertising rights instead of getting the work done by contractor.

One of the leaders said that the Shiv Sena continued its opposition to the project on Wednesday, while other parties were not averse to considering the project.

The standing committee on May 19 had approved a proposal to build two skywalks for pedestrians from Shivajinagar to PMC Building and from Mahatma Phule Mandai (market) to Swargate. The plan was to be carried out on design, build, own, operate and transfer (DBOOT) basis at a cost of Rs100 crore, while awarding the advertising rights for 38 years on these skywalks. The length of the skywalk from Shivajinagar to PMC building would be 1.65 km. There would be six escalators, eight staircases and 15 ramps at various locations to access this skywalk. The estimated cost for this skywalk is Rs39 crore. The other skywalk from Tilak Statue near market to Swargate would be 2.85-km long. The estimated cost would be Rs62 crore. There would be 16 escalators, 17 ramps, four lifts and 25 staircases at various locations to access this skywalk.
