Need to reinvent role of district collectors: Prithviraj Chavan

Chief minister Prithviraj Chavan on Tuesday admitted to lacunae in the legal system which has been preventing swift action against officers convicted in serious corruption cases. However, the chief minister was confident that “the long arm of the law will get to them in the end”.

Chavan was speaking at the end of a day-long seminar with senior officers of the revenue department at the Yashwantrao Chavan Academy of Development Administration (Yashada) on Tuesday.

The session was held to share ideas, success stories and difficulties faced by district collectors and divisional commissioners across the state.

Chavan pointed out how the role of the district collector needs to be reinvented to suit the present day scenario. The dilution of the power of the collector has happened due to devolution of power to the local self-governing committees and other ground realities.

“We must remember that the post of the collector as the nodal officer of the district was a British concept, and we need to change that,” he said.

Good governance practices, introduced by collectors in their districts were also discussed during the session, with the idea of state-wide implementation of those practices.

The initiatives of the collectors of Latur (good roads and removal of sludge from rivers), Konkan (reforms in revenue collection), Amravati (administrative reforms), Gadchiroli (implementation of right to forest and rehabilitation of ex-naxals) and Pune (zero pendency) were discussed at length.

The officers also shared the problems faced by them, particularly the paucity of officers willing to serve in remote places. Guidelines for handling morchas and political interference in developmental works were also drawn up.

Chavan mooted the idea of a good governance award for officers on the lines of the prime minister’s award on governance at the national level. Guidelines for it were also drawn up at the session.
