DGP takes serious view of rights abuse by cops

Taking its cue from the National Human Rights Commission’s (NHRC) remark that not enough punishment is awarded to police officers accused of human rights violations, the office of the director general of police has issued a circular to senior police officials in the city to take necessary steps in the matter.

The circular, undersigned by special inspector general of police Mohan Rathod, instructs senior police officials to look into the matter personally and take necessary steps to ensure that the punishment awarded in such cases is commensurate with the gravity of the misconduct of the official concerned.

There have been several complaints on a regular basis against police officials about gross human rights violations, including allegations of custodial deaths. The custodial death of Khwaja Yunus and the alleged fake encounter of Lakkhanbhaiya by two encounter specialists and their teams are just some of the examples of human rights abuse by the police.

The NHRC had recently observed that, in a number of cases of human rights violations, punishments awarded to the delinquent police officers in the disciplinary proceedings are not commensurate with the gravity of the offence or lapse on their part. There have also been cases in which no departmental action is taken against the delinquent police officials. In some instances, a mere warning is issued or an adverse entry is ordered in the disciplinary proceedings.

However, senior police officials claim that it is not always true that the delinquent police officers get away scot-free or with a lighter punishment because of shoddy investigation by senior officials. They claim there have been numerous instances wherein investigations into complaints had failed to move beyond the initial phase of allegations because of non-cooperation on the complainant’s part.
