Flat buyers suffer as housing regulator still a Maha dream

The government’s efforts to curb malpractices in the real estate sector through a housing regulator are yet to bear fruit. Eight months after it came up with a set of guidelines for the Housing Regulatory Authority, their implementation is still stuck in limbo.

Ramesh Prabhu, chairman of the Housing and Society Welfare Association, said the BJP government too suffers from policy paralysis. “They have been making several announcements every through Twitter. But the ground reality is different. It will soon turn grim if right measures are not taken on time. Same is the case with the HRA. The Congress-NCP had approved an efficient watchdog but it has been discarded systematically by the BJP government.”

According to senior government officials, they had prepared the guidelines for implementation and submitted them to the chief minister’s office long ago. “We were hoping the rules would be approved soon. But that did not happen. The eight-month delay in approving the rules and issuing a notification shows that the government is not keen to enforce the HRA,” said a senior bureaucrat, who didn’t wish to be named.

As per the guidelines, all builders will have to register themselves on the website of HRA and post details of their projects. The HRA will have a chairman and four members. The chairman will be a retired IAS officer having experience of working in the urban and housing departments.

About HRA

The Housing Regulatory Authority aims to empower flat owners. As per HRA, it will be mandatory for developers to register their projects with the government website and display all details. Builders face Rs10 lakh fine and three years in jail for project delays. HRA aims to bring in transparency in the real estate sector and curb speculative activity.
