Cost octroi documents' digitisation escalates 100%

The proposal comes days after municipal commissioner Ajoy Mehta passed an order to restrict unlimited cost escalations on important projects, especially those with missed deadlines.

The Brihanmumbai Municipal Corporation may have to spend much more than the estimated amount in digitising documents associated with octroi collection. A proposal stating that nearly 100% escalation on the estimated amount of digitising the documents will be put before the next civic standing committee meeting for approval.

The proposal comes days after municipal commissioner Ajoy Mehta passed an order to restrict unlimited cost escalations on important projects, especially those with missed deadlines. He had also rejected some proposals for road repairs which had shown major cost variations.

The digitisation process is part of the civic body's plan to make all its 68 departments paperless and to bring in the concept of an electronic office, or e-office. The decision was a result of several important documents and files getting destroyed in the Mantralaya fire.

The BMC had started scanning octroi forms since 2011. The original contract for digitisation of all documents in 2011 was estimated at Rs39.17 crore, which was supposed to be carried out over five years. A total of 3.45 crore documents were to be digitised during this period, including 1.02 crore silver cards, scanning of 50 lakh documents and data entry of 1.93 crore documents.

However, the BMC later realised that the humongous job also entails digitising documents related to exporter, importer and octroi agents, which were not included earlier in the list, following which the amount had gone up to Rs43.11 crore. The latest escalation takes the amount to Rs75.03 crore.

According to senior civic officials, the digitisation process for all the documents will be completed by September 2015.
