After securing Rs7.94 lakh crore worth investment commitments in the Make in India week held in February, the Maharashtra government said work on around 25% MoUs in the manufacturing sector had already begun.

Apurva Chandra, principal secretary, industries, said that while MoUs of Rs4 lakh crore in the manufacturing sector, including Rs1 lakh crore for industrial infrastructure, had been signed, they could "say with confidence that work has started on 1.25 lakh crore worth projects on the ground". Action was taking place on around 800 MoUs in the manufacturing sector.

"This is 25% of the MoUs signed," he added, stating that a review in this regard had been taken by the committee under chief secretary Swadheen Kshatriya on Thursday.

The Make in India week held in Mumbai resulted in 2,594 MoUs with investment commitments of Rs7.94 lakh crore being signed by the state government, which formed a Lion's share of Rs15.20 lakh crore worth MoUs signed during the meet. These investments can generate employment for 30 lakh people.

However, despite its 'Make in Maharashtra' plans, the state's patchy record in executing such investment proposals into reality has been patchy as in around two-and-half decades, just around 45% industrial proposals have been commissioned.

"Since August, 1991 to October, 2015, in all 19,053 industrial proposals with an investment of Rs10,97,337 crore were approved. Out of these, 8,497 projects (44.6%) with an investment of Rs2,62,631 crore (23.9%) with proposed employment of 11.24 lakh were commissioned and 2,108 projects with an investment of Rs87,701 crore and proposed employment of 3.98 lakh are under execution," noted the Economic Survey of Maharashtra 2015-16.

Since land was the biggest hurdle for setting up industries, Chandra said the state government was checking if the industries had applied for land in MIDC areas or if they were to be set up outside these industrial regions, if the units already had or had purchased land or if they wanted to buy it in MIDC areas.

"The number of MoUs by MSMEs is large. We are in touch with them for land and around 800 units have already started work (on the ground)," said Chandra.
